Aiming at the rapid spread of current Internet technology and mobile devices, the continuous enrichment of payment scenarios, and the explosive growth of online payment business, the rapid emergence of illegal online payments, a new type of crime, has been attached great importance by the Ministry of Public Security and the People's Bank of China, and organized many meetings Commercial research judgments, comprehensive investigation of case clues, in-depth analysis of illegal industry ecology, severe crackdown on illegal online payment activities, and full service to prevent and resolve major financial risks.

During the work, the public security organs rely on the "informatization construction and dataization actual combat" working mechanism to detect a large number of illegal online payment intelligence clues, handled a large number of illegal payment payment settlement business cases, and based on this analysis in-depth analysis of illegal online payment Industry ecology, find industry risk loopholes, and promote strengthening of risk control defense lines. Since the beginning of this year, in accordance with the unified deployment of the Ministry of Public Security, relevant local public security organs have cracked 15 major illegal online payment cases, arrested a large number of criminal suspects, and involved funds of more than 54 billion yuan, achieving phased results. In the "Shenzhen Aibei Company" case cracked by the Liaoning Dalian Police, the platform used "aggregated payment" as a cover to provide illegal fund payment and settlement services to others, involving a total amount of more than 9.2 billion yuan. In the case of the "Kaincard Company" cracked by Zhejiang Jinyun Police, bank staff colluded with illegal payment platforms to commit crimes. In the case of the “Shanghai Dipay Company” case cracked by the Hanchuan police in Hubei, the platform set up 72 illegal payment channels for the use of illegal and criminal subjects, with a transaction value of more than 13.1 billion yuan. The illegal business case cracked by the Yantai police in Shandong eliminated multiple illegal platforms such as "grabbing eggs", "typing exercises", and "fun running", and closed more than 30 channels for settlement of domestic funds for overseas gambling and private lottery websites.

The People's Bank of China relies on the Internet financial risk rectification work mechanism, strengthens monitoring, proactively investigates, and severely punishes illegal activities in illegally operating payment services. Since the beginning of this year, a group of unlicensed operating payment business leads have been transferred to the public security organs, assisting the public security organs in cracking down on and investigating a large number of illegal business cases.

It is understood that the illegal online payment activities mainly have the following prominent features: First, a wide range of service objects, providing illegal fund channels for various types of upstream illegal crimes such as online pyramid schemes, illegal futures, telecommunications fraud, and online gambling, helping them transfer funds, greatly Boost the development and spread of illegal and criminal activities. The second is the complex cross-subject relationship. One-to-many and many-to-many cross-services are present between illegal payment platforms and upstream illegal and criminal activities. That is, one platform provides illegal payment services for multiple illegal and criminal activities at the same time. Multiple illegal payment channels, subject relationships are chaotic. The third is to promote the spread of "black production" in information trading. Illegal payment platforms make heavy use of shell companies and fake merchants, which greatly facilitates the sale of "black production" in personal identity information, bank card information, and corporate information. Fourth, social harm is serious. Illegal online payments establish an "underground passage" between legal funds channels and illegal criminal activities to form a "fund pool" to help illegal criminal funds escape supervision, seriously disrupt the order of financial markets, and endanger payment security.

The Ministry of Public Security and the People's Bank will cooperate closely to crack down on illegal online payment activities. At the same time, the general public is called upon to consciously resist all types of illegal and criminal activities.
